Commentary
Conditional on PA₃=/ba/, the spelling matches Kubaba. Since Kubaba occurs as a goddess and in personal names, HT88's one-unit roster does not alone decide whether this is the deity, a woman, or a cult institution. The name and the PA₃ value must not circularly confirm one another.
