Commentary

HT 4: heads a short allocation list (DU-RI-TE 2, PA-RE, TA-PI-SI-DI 1). With *306 = ʿa, NWS √ʿ-t-q ‘be old, noble’ (Heb. ʿātīq, Arab. ʿatīq), with -A-RE a nominal suffix. Rival: Sabaic ʿtkr ‘become fertile (of land)’ (Beeston et al. 1982, 14; Ry 522/2), a t-infix stem of √ʿ-k-r, which covers the whole sequence, ʿa-ti-ka-(a)-re for ʿ-t-k-r, and suits a heading over an allocation list. The ʿ-t-q reading leaves -RE unexplained but has the broader NWS pedigree. Weak point: *306 = ʿa is a proposed value, which *306-TU ʿAttu (HT 9a, HT 9b, HT 119, HT 122a) and *306+MI ʿAmmī (HT 115b) also carry. See A-TI-KA.
